8U Coach Pitch Tournament              July 10^th -11^th, 2010

Tournament Information

The WBSA (World Baseball Softball Association) is hosting this tournament. The tournament will be held at the WBSA Complex on Andalusia Road just outside of Milan.  The format will be pool play which will qualify your team for either a Group A tournament or Group B tournament. Each tournament will have a championship bracket and a consolation bracket. We will be giving team and individual awards for 1^st and 2^nd places in the Championship Bracket and Consolation Brackets of both Group A and Group B. All other players will receive a participation medal to be handed out when their team is eliminated from tournament play. All teams will play at least 5 games unless the tournament format must be altered due to weather or other unforeseen circumstances.

We will be charging $5 per person per day gate fee. Kids 10 & Under are free.  Each team will be allowed 3 coaches passes good for the whole weekend. We will also have a full service concession stand so please no food, beverage, or coolers allowed in the complex. The players can bring individual jugs of water for their own use. Please comply with these rules. We feel our requests are not out of line. All money made on this tournament will go back into the complex and youth baseball.

Rainout policy:

In the event that the event would be cancelled or shortened due to weather the following is the WBSA policy on refunds.

• No games played. Full credit issued for a WBSA event at a later date less an administrative fee.
• 1 game played. 50% credit issued less an administrative fee.
• 2 or more games played. No refund.

Tournament Rules

• This is an age 8U tournament. No player can be 9 before 5/1/09. The waiver / roster form found on our website, www.wbsaqc.org, must be handed in before your 1^st game.
• 1 hour 15 minute time limit. No inning will start after 1 hour and 15 minutes. Time starts for the next inning upon the last out at the bottom of the inning.  In the pool play round if the game is tied at the end of the time limit, a maximum of 1 extra inning will be played. If the game is still tied after the 1 extra inning a winner will be determined by the fewest runs allowed thru the 1^st three innings of said game. The same time limit applies to the Championship Tournament but the games must be played to a winner. No time limit for the Championship games. The home plate umpire will keep the official time and call it out at the start of the game.
• 5 run rule per inning, ten run rule in the 6^th inning only.
• The game is official after 4 innings if called because of rain. If called before that it will be considered a suspended game and play will resume at that point.
• If 1 team is ahead by more than 15 runs after 4 innings and more than 10 runs after 5 innings the game is over.
• All players will bat and bat in order
• No base runners may advance once the pitcher has control of the ball in the circle around the pitcher’s mound. Once control in the circle is established, play is stopped.
• If base runner is past the mid-line, runner is awarded base going to; if not past the mid-line, runner must return to the base he or she came from.
• Have your team at the park and ready to go at least ½ hour before game time.
• No infield allowed on the field before the game.
• 1^st team listed on the pool play game schedule will have the 3^rd base dugout. During the tournament round, the higher/better seed will have the 3^rd base dugout.
• In the pool play round a flip before the game will determine home/visitor. In the Championship and Consolation round the higher/better seed is the home team.
• The home team will have the official book. Each team’s scorekeeper should check with the other to confirm the score at the end of every inning.
• Each team is responsible for making sure the game report form is accurate and signed before it is handed in to the tournament director after your game. The score, runs allowed through 3 innings, and each coach’s signature need to be on the form. Please hand in to the Tournament Director at the end of your game.
• Pool play standings and Tournament Round Seeding will be based on the following criteria.

1. 1.     Pool winners will be awarded the top seeds, 2^nd place pool finishers will be awarded the next set of seeds, etc.
2. 2.     Record
3. 3.     Head to head
4. 4.     Runs allowed through 3 innings
5. 5.     Net runs ( runs scored minus runs allowed ) through the first 3 innings.
6. 6.     Coin Flip

• Umpires rulings are final. No protests. Please support the umpires. Thanks!!
• Each team needs to provide two new baseballs (official Little League or equivalent) to the Tournament Director before the 1^st game.
• Maximum of 3 coaches allowed. The defensive team may have 2 coaches on the field in foul territory down each line no closer than the outfield/infield line. The offensive team may have 1 third base coach and 1 first base coach along with the pitcher. The coach/pitcher is not allowed to coach the runners but can help the hitter when he is pitching.
• No stealing, bunting, or leading off.
• If pitcher/coach is hit by the ball, ball is dead and it counts as a pitch.
• Coach/pitcher must have one foot in the circle.
• Six (6) pitches to a batter; after 6 pitches the batter is out (foul balls and hit batters count as a pitch thrown).
• Coaches must pitch overhand.
• Teams must field 10 players: P, C, 1st, 2nd, 3rd, SS, and 4 outfielders.
• Outfielders must be behind the infield/outfield chalk line until ball is hit. 

Facility Rules

• Please park in the designated parking areas.  Please do not park along the driveway on the west end of the facility, in the Lincoln’s Trail pee wee golf course parking lot, or in posted areas. If you have a special needs parking request or need special assistance please see or contact a tournament official.
• We have limited bleacher seating. Please bring lawn chairs for your convenience.
• Please do not hit or take soft toss on the grass in the outfield. Please stand in the warning track areas to hit. Also no soft toss of any kind into any facility fence. There is plenty of open space around the facility to warm up.
• No infield or ground ball practice of any kind before the game starts on the infields.
• No standing or sitting on the helmet/glove racks in the dugouts.
• Please pickup the dugout after each game.
• Absolutely no food, drink, or coolers brought into the park Due to the abuse of this policy over the past 2 years we are implementing the following procedures.
• 1^st offense is a warning to the team’s Head Coach. The Coach will have to handle the problem to the WBSA’s satisfaction before play can start.
• 2^nd offense will cause the team to forfeit the current game, if currently playing, or the next game to be played if not currently playing.
• 3^rd offense, the team will forfeit all games played in the tournament and will be asked to leave the facility.

Batting Cages

There are 4 batting cages located at the West end of our facility. These cages are open to anyone involved with the tournament. If there is no one using them, they are on a 1^st come 1^st serve basis. Teams that are getting ready to play have the rights to these cages as follows. Teams preparing to play on Field #1 have batting cage #1 etc. The cages are numbered 1-4 starting with the North cage being #1. Teams listed 1^st on the pool play game schedule or on the top of the bracket in the tournament round have the batting cage from 1 hour 15 minutes before the game to 40 minutes to game time. The teams listed 2^nd on the pool play game schedule or are on the bottom of the bracket in the tournament round have the batting cage from 40 minutes before game time to game time. Please use the L screens and use caution while using the cages. Teams playing on Field 5 have plenty of room to warm up and hit around field 5.

Pitching Mounds

Located near the batting cages. This area is for pitchers and catchers only! Please no soft toss or general warm up in this area or on the mounds. Please fill in all holes when you are done.

Directions

The WBSA Complex is located on Andalusia Road just to the West of the Milan city limits. The address is 1715 – 78^th Avenue West, Rock Island, IL. Directions are below.

From the East: From I-280, take Milan Exit. Follow exit into Milan to Rte 67 (stop light).

Turn left onto Rte 67 to 178^th Ave. West (Andalusia Road). Turn right. WBSA Complex is to the right just past Ridgewood Road.

From Quad City Airport: Follow Airport Road west for approx. 2 miles. Turn left at Milan Beltway. Turn right at the 2^nd stop light. Follow 178^th Ave. West through Milan (about 2 miles) just past Ridgewood Road. Facility will be on the right just past the pee wee golf course (Lincoln’s Trail).

From the West: Take I-280 to Andalusia exit. Follow Rte 92 to stop light (Andalusia Road). Turn left. Travel 1.5 miles. WBSA Complex sits on the left just past campgrounds.

Each team will play 3 pool games. All pool games will be completed on Saturday. All teams will then be seeded in either Group A (Seeds 1-11) or Group B (Seeds 12-22) and a qualifying round will be played.  The winners of this game will go to the single elimination Championship Bracket and the losers will go to the single elimination Consolation Bracket for each group. The Qualifying Round, Championship Bracket, and Consolation Bracket will all be played on Sunday. The brackets are included in this packet.

*The 1:00 PM games A13 and B13 opponents and times are subject to who wins or loses the buy games in the qualifying round. This could involve several scenarios. This should be clear after games A5,A6,A7 and B5,B6,B7 are completed. This could add a game or 2 to each group’s consolation tournament.

Tournament Information

Tournament Rules

We will follow the Official Major League Baseball Rules (National League) with exceptions as listed in the USSSA 2010 Rules and specific tournament exceptions as listed below.
The 9, 10, 11, & 12 year old divisions will play 6 innings. The 13 & 14 year old divisions will also play 6 innings except for the Tournament and Consolation Championship games which will be 7 innings.
The 9 & 10 year old divisions  base lengths will be 65’ and the pitching will be 46’. The 11 & 12 year old divisions base lengths will be 70’ and pitching will be 50’. The 13 & 14 year old divisions base lengths will be 80’ and pitching will be 54’.
1 hour 40 minute time limit for all age divisions. No inning will start after time limit expires. Time starts for the next inning upon the last out at the bottom of the inning.  In pool play if the game is tied at the end of the time limit, a maximum of 1 extra inning will be played. If the game is still tied after the 1 extra inning a winner will be determined by the following tie breakers; (1) number of walks allowed, (2) number of walks allowed through 3 innings, (3) coin flip( home team will call it ).
The same time limit applies to the Championship and Consolation Tournaments but the games must be played to a winner. No time limit for the Tournament and Consolation Championship games. The home plate umpire will keep the official time and call it out at the beginning of the game. Hustle on and off the field
Courtesy runner for the catcher or pitcher allowed any time. Have catcher ready to go at the start of the inning. Courtesy runner must be someone not currently or previously in the game. If all players have been used, the lastout from the previous inning will be the courtesy runner. No single individual player can courtesy run more than once in an inning.
Run Rule: 15 after 3, 10 after 4, and 8 after 5
The game is official after 4 innings if called because of rain or darkness. If called before that it will be considered a suspended game and play will resume at that point.
If a Championship game is called because of darkness or weather, a winner will be determined by: (1) Total walks allowed through the completed innings (2) Walks allowed through the 1st 3 innings
The WBSA reserves the right to alter the format of the tournament due to weather or other unforeseen circumstances.
Have your team at the facility, warmed up, and ready to play ½ hour before game time. No Infield will be allowed. Ground balls can be taken in foul territory.
1st team listed on the pool play game schedule will have the 3rd base dugout. During the tournament round, the team listed on the top of the bracket will have the 3rd base dugout.
In pool play a flip before the game will determine home/visitor. In the tournament round the higher seeded team will be the home team.
7 warm up pitches before the game and when a new pitcher comes into the game. 4 pitches between innings.
Pitching limitations. None, but please use common sense. NO WIN IS WORTH RUINING A YOUNG ARM!!!
Balks. One warning per pitcher per inning for the 9 yr. old division. One warning per pitcher per game for the 10 & 11 year old divisions. No warnings for the 12, 13, and 14 yr. old divisions.
The home team will have the official book. Each team’s scorekeeper should check with each other to confirm the score at the end of every inning.

The WBSA official team roster and release form must be completed and handed in before your team is eligible to play. Please find this form on our website under this tournament.
Each team needs to provide two new baseballs (Diamond DOLA or equivalent) to the Field Supervisor at your location before the 1st game.
Each team needs to have birth certificates for each player on the roster. All managers must make player birth certificates immediately available upon request by the Tournament Director.
Steel baseball cleats are allowed for ages 13 & 14 only.
Maximum of 3 coaches allowed on the field.

WBSA Complex Facility Rules
Please park in the parking lot located at the end of the driveway at the North end of the facility. Please do not park along the driveway on the west end of the facility, in or around the batting cages, in Lincoln’s Trail parking lot, or in posted areas. The WBSA wants this tournament to be a fun and positive experience for everyone involved. We will be charging a gate fee and will be running a full service concession stand. As everyone is aware it is very expensive to put on tournaments, fund youth sports programs, and maintain a quality facility. Please be patient with our fundraising efforts and please patronize our concessions areas as this is how we are able to maintain this facility and fund improvements.

Rock Island Complex
The WBSA is renting this facility for this tournament. We will be helping to administer this facility along with park and city officials. Please obey all posted signs and go out of your way to be a courteous and conscientious park user. If you have any questions please ask the Tournament Official administering that particular complex. The players and coaches with passes will be able to enter the facility through the south gate near the miniature golf course. Teams playing on Field 5 have plenty of room to warm up and hit around field 5.
